We pull these permits as a normal part of building a deck, so here is each municipality laid out side by side, instead of you having to open four separate city websites. Niagara Falls: a permit is required if the deck is bigger than 10 m2 (about 108 sq ft), OR more than 60 cm (23 5/8 in) above grade measured from the top of the walking surface, OR covered/roofed, OR attached to the house. Niagara Falls asks for a site plan (1:200 scale, showing lot lines and setbacks), a floor plan, and cross-section/elevation drawings, and requires three inspections: footing/excavation before any concrete is poured, framing, and final. St. Catharines takes a different approach: a building permit is required for a deck or porch REGARDLESS OF SIZE, with one exception: an uncovered deck under 0.6 m (24 in) above grade does not need a building permit, though it must still comply with the City's zoning by-laws. A covered deck or porch always needs a permit, no matter how low it sits. St. Catharines asks for two copies of a detailed site plan plus construction drawings (framing, footings, guards and railings), and requires inspections before pouring concrete for piers/footings, at framing, and at final. Niagara-on-the-Lake requires a permit for an uncovered deck 2 feet (about 0.6 m) or more above finished grade, applied for through the Town's Cloudpermit online portal, with a drawing set (floor plan, elevations, sections) and a site plan. Welland does not publish a specific deck height or size threshold on its own website as of this writing.
